§ 1676. Executive secretary of board. The executive secretary of the\nboard shall:\n 1. Subject to the supervision and control of the board perform the\nfunctions necessary to properly and efficiently carry out the provisions\nand purposes of this article.\n 2. Be a citizen of the United States.\n 3. Receive such salary and expenses as the city council, town board,\nborough president board of supervisors or other governing body of the\ncity, town, borough or county for which such board has been created may\nfix and properly account for such expenses.\n 4. Furnish an official undertaking in an amount and in such form and\nwith such sureties as shall be approved by the city council, town board,\nborough president or board of supervisors or other governing body of the\ncity, town,
