§ 84. Practice before the commissioner; immunity of witness.

1.All\nhearings before the commissioner, or an officer or employee of the\ndepartment specially authorized to conduct an investigation or hearing,\nshall be governed by rules to be adopted and prescribed by the\ncommissioner. And in all investigations, inquiries or hearings the\ncommissioner, or an officer or employee of the department specially\nauthorized to conduct an investigation or hearing, shall not be bound by\nthe technical rules of evidence.\n 2. In any investigation or inquiry by or upon any hearing before the\ncommissioner, or an officer or employee of the department specially\nauthorized to conduct an investigation or hearing, the commissioner, or\nthe officer or employee conducting the investigation or hearing,
