§ 71. Powers of commissioner. In addition to all powers conferred by\nother provisions of law, the commissioner with respect to special\nparkways designated by this article shall have power:\n 1. Subject to the approval of the state comptroller to provide\nprocedures for the receipt, deposit and security of moneys collected\nunder authority of this article and to designate the agent or agents\nwhich shall be empowered to carry out such procedures.\n 2. To make rules and regulations governing the use and safety\nstandards of the special parkway facilities, including the power to\nlease property, regulate the use and operation of gasoline stations,\nrestaurants and other facilities for the public on or along the special\nparkways.
