§ 49. Plans for proposed municipal projects; statement of project\ncosts. The Utica transit authority shall file with the commissioner a\ncopy of each proposed municipal project embodying the plans,\nspecifications, estimated costs and proposed method of financing. Any\nchange made in a municipal project shall be filed with the commissioner\nby the Utica transit authority. With reasonable promptness after each\nmunicipal project shall have been completed and from time to time prior\nto completion upon request of the commissioner, the Utica transit\nauthority shall file with the commissioner a detailed statement of the\ncost thereof.
