§ 84. Railroad and highway crossings. Whenever it shall be necessary\nfor any line of pipe of any such corporation to cross any railroad or\nhighway, such line of pipe shall be laid under such railroad or highway,\nwith the least injury practicable, and unless such right to cross shall\nbe acquired by agreement, compensation shall be made to the railroad\ncorporation, or in case of highways, to the public, in the manner\nprescribed in the eminent domain procedure law, but no exclusive right,\ntitle or use shall be so acquired against a railroad corporation, nor\nagainst the public in a highway.
