§ 31. Application of article. The provisions of this article shall\napply to corporations owning, leasing, maintaining or operating or\norganized for the purpose of owning, leasing, maintaining or operating,\na radio or wireless plant, equipment or system as a part of, or in\nconjunction with, a station or stations engaged in or designed to engage\nin public commercial intercourse by wireless telegraphy or telephony,\nand also corporations for the generation and distribution of music\nelectrically; and such corporations shall possess the powers and be\nsubject to all the duties granted to or imposed upon telegraph or\ntelephone corporations thereby except that such corporations organized\nsolely for the generation and distribution of music electrically shall\nnot have or exercise the rig
