§ 99-kk. New York state community grants reinvestment fund.
1.There\nis hereby established in the joint custody of the state comptroller and\nthe commissioner of taxation and finance a special fund to be known as\nthe "New York state community grants reinvestment fund".\n 2. Such fund shall consist of all revenues received pursuant to the\nprovisions of section ninety-nine-ii of this article and all other\nmoneys credited or transferred thereto from any other fund or source\npursuant to law. The fund shall be governed and administered by the state cannabis\nadvisory board as set out under article two of the cannabis law.\n 4. The moneys in such fund shall be awarded by the state cannabis\nadvisory board and administered and disbursed by the office of cannabis\nmanagement and/or the urban development corporation to provide grants\nfor qualified community-based nonprofit organizations and approved local\ngovernment entities for the purpose of reinvesting in communities\ndisproportionately affected by past federal and state drug policies.\nSuch grants shall be used, including but not limited to, to support job\nplacement, job skills services, adult education, mental health\ntreatment, substance use disorder treatment, housing, financial\nliteracy, community banking, nutrition services, services to address\nadverse childhood experiences, afterschool and child care services,\nsystem navigation services, legal services to address barriers to\nreentry, including, but not limited to, providing representation and\nrelated assistance with expungement, vacatur, substitution and\nresentencing of marihuana-related convictions, and linkages to medical\ncare, women's health services and other community-based supportive\nservices. The grants from this program may also be used to further\nsupport the social and economic equity program created by article four\nof the cannabis law and as established by the cannabis control board.\n 5. On or before the first day of February each year, the office of\ncannabis management shall provide a written report to the temporary\npresident of the senate, speaker of the assembly, chair of the senate\nfinance committee, chair of the assembly ways and means committee, chair\nof the senate committee on children and families, chair of the assembly\nchildren and families committee, chair of the senate committee on labor,\nchair of the assembly labor committee, chair of the senate committee on\nhealth, chair of the assembly health committee, chair of the senate\ncommittee on education, chair of the assembly education committee, the\nstate comptroller and the public. Such report shall detail how the\nmonies of the fund were utilized during the preceding calendar year, and\nshall include:\n (a) the amount of money available and dispersed from the fund and the\naward process used for such disbursements;\n (b) recipients of awards from the fund;\n (c) the amount awarded to each recipient of an award from the fund;\n (d) the purposes for which such awards were granted; and\n (e) a summary financial plan for such monies which shall include\nestimates of all receipts and all disbursements for the current and\nsucceeding fiscal years, along with the actual results from the prior\nfiscal year.\n 6. Moneys shall be payable from the fund on the audit and warrant of\nthe comptroller on vouchers approved and certified by the office of\ncannabis management.\n
