§ 96. Use of subprofessional staff. Any inconsistent provision of\nlaw, general, special or local notwithstanding, a local social services\ndistrict shall provide for the training and use of subprofessional\nstaff, with particular emphasis on the use of public assistance\nrecipients in accordance with state and federal requirements.\n
