§ 337. Responsibilities of state departments and agencies. 1.\nNotwithstanding any provision of this chapter to the contrary,\nresponsibility for the operation and administration of work, employment\nand training programs in connection with the programs administered\npursuant to this chapter shall be vested in the commissioner subject to\nregulations, procedures and instructions of the department.\n 2. The department is authorized to enter into agreements with any\nstate agency, social services district or other entity for performance\nof activities authorized under this title.\n
