§ 29. Federal agency. The department, with the approval of the\ngovernor, may accept a designation from, and act as, the agent of the\nfederal security agency or other duly authorized federal agency in the\nadministration of relief and related activities, activities affecting\nthe welfare of individuals and communities, and the disbursement or\nexpenditure of federal funds or commodities in relation thereto within\nthe state of New York.\n
