§ 97. City engineer. No person shall be eligible to appointment as\ncity engineer unless he be a civil engineer of at least five years'\npractical experience in his profession. He shall appoint, to hold office\nduring his pleasure, a deputy and such other subordinates as may be\nprescribed by the board of estimate and apportionment.\n
