§ 22. Officers, trustees of public property. The common council and\nthe several members thereof, and all officers and employees of the city\nare hereby declared trustees of the property, funds and effects of said\ncity respectively, so far as such property, funds and effects are or may\nbe committed to their management or control, and every taxpayer residing\nin said city is hereby declared to be a cestui que trust in respect to\nthe said property, funds and effects respectively; and any co-trustee or\nany cestui que trust shall be entitled as against said trustees and in\nregard to said property, funds and effects to all the rules, remedies\nand privileges provided by law for any co-trustee or cestui que trust;\nto prosecute and maintain an action to prevent waste and injury to any\npr
