§ 4. The said commissioners, together with the commissioners appointed\nfrom the state of New Jersey, shall have power to apply to the congress\nof the United States for its consent and approval of the agreement or\ncompact signed by them; but in the absence of such consent of congress\nand until the same shall have been secured, the said agreement or\ncompact shall be binding upon the state of New York in all respects\npermitted by law for the two states of New York and New Jersey without\nthe consent of congress to co-operate, for the purposes enumerated in\nsaid agreement or compact, and in the manner provided herein.\n
