§ 1897. Training services.
1.The authority, in consultation with the\ndepartment of labor, shall enter into contracts with constituency-based\norganizations, workforce development organizations, labor organizations,\nand other training-related organizations, for the purpose of supporting\nthe "green jobs-green New York program" with employment and training\nservices. Such contracts shall provide for (a) training of individuals\nto participate in outreach and marketing activities, perform energy\naudits and provide qualified energy efficiency services and (b)\nprovision of job placement services to such individuals. § 1897. Training services. 1. The authority, in consultation with the\ndepartment of labor, shall enter into contracts with constituency-based\norganizations, workforce development organizations, labor organizations,\nand other training-related organizations, for the purpose of supporting\nthe "green jobs-green New York program" with employment and training\nservices. To the extent\npermitted by statute, regulation or federal grant a preference shall be\ngiven for training and placement of women, minorities, low-income\nindividuals and populations with barriers to employment.\n 2. Training services authorized pursuant to this subdivision shall\ninclude, as appropriate, but not be limited to:\n (a) incremental occupational training to unemployed workers with good\nwork histories;\n (b) work-readiness and entry-level technical training to individuals\nwith weak work histories;\n (c) apprenticeship qualifying, apprenticeship and labor-management\ncertification training;\n (d) training that is designed to lead to certification in energy\nauditing and energy performance contracting;\n (e) skills upgrading for incumbent workers, including workers\nperforming weatherization activities under division of housing and\ncommunity renewal programs;\n (f) work support, where appropriate and to the extent that funding is\navailable, to individuals who obtain employment through the "green\njobs-green New York program" created by this title, to assist such\nindividuals to retain employment and continue to upgrade their skills.\n 3. For quality assurance purposes, organizations providing training\nservices pursuant to this section shall possess certifications and\naccreditations deemed appropriate by the authority, in consultation with\nthe department of labor.\n 4. The authority, in cooperation with the department of labor, shall\nfacilitate coordination between constituency-based organizations,\nworkforce development organizations, labor organizations and auditing\nand energy performance services contractors to provide job opportunities\nfor individuals participating in training programs and receiving\nplacement services pursuant to this section.\n 5. The authority, in cooperation with the department of labor, shall:\n (a) encourage local workforce investment boards created pursuant to\nthe federal workforce investment act of 1998 (Public Laws 105-220) to\nmake available training and job placement services authorized pursuant\nto this subdivision within each local workforce investment area:\n (b) access training services available through the department of\nlabor; and\n (c) apply for available federal funding for appropriate training\nservices pursuant to the provisions of the american recovery and\nreinvestment act of 2009 (Public Laws 111-5) and any other applicable\nfederal law.\n 6. The department of labor shall coordinate with the authority in\nimplementing this section.\n 7. The authority shall prescribe conditions for training that will\ninclude identifiable standards for all education and training activities\nauthorized under this section, and will designate a certificate to be\nissued to any trainee that successfully meets such standards and\ncompletes the required education and training.\n
