Chapter 360 of the laws of 1911\n Police in certain municipalities\n Section 1.

a.Within thirty days after this act takes effect, the\ncommissioner of police, superintendent of police, chief of police, or\nother officer or officers, having the management, control or direction\nof the police force of any city of the first or second class in this\nstate, (except the City of New York Police Department and the City of\nSyracuse Police Department) shall divide the lieutenants, sergeants and\npatrolmen of such force (but not including the detective sergeants) who\nmay be on duty in the open air, on the streets, or other public places\nof the city, into three platoons. No one of such platoons nor any member\nthereof shall be assigned to more than one tour
