§ 39. Application for grant under special law. The commissioner of\ngeneral services shall not grant any of the unappropriated state lands\nto any person applying therefor by virtue of a special law, unless such\napplication be made within one year after the passage of such law,\nunless otherwise provided therein, but such land shall be sold in the\nmanner directed for the sale of unappropriated state lands.\n
