§ 4177. Vital records; refund of fees. Moneys received pursuant to\nthis article may within one year from the receipt thereof be refunded on\nproof satisfactory to the commissioner that such moneys were in excess\nof amounts required by law. Such refund shall after audit by the\ncomptroller be paid by the commissioner from any moneys in the custody\nof the commissioner received pursuant to this article.\n
