§ 3859. Advisory period.
1.During any advisory period the authority\nshall:\n (a) obtain from the city, the covered organizations and the state\ncomptroller, all information, financial statements and projections,\nbudgetary data and information, and management reports and materials as\nthe authority deems necessary or desirable to accomplish the purposes of\nthis title; and inspect, copy and audit such books and records of the\ncity and the covered organizations as the authority deems necessary or\ndesirable to accomplish the purposes of this title;\n (b) review the operation, management, efficiency and productivity of\ncity operations and of any covered organization's operations as the\nauthority may determine, and make reports and recommendations thereon;\nexamine the potential to e

§ 3859. Advisory period. 1. During any advisory period the authority\nshall:\n (a) obtain from the city, the covered organizations and the state\ncomptroller, all information, financial statements and projections,\nbudgetary data and information, and management reports and materials as\nthe authority deems necessary or desirable to accomplish the purposes of\nthis title; and inspect, copy and audit such books and records of the\ncity and the covered organizations as the authority deems necessary or\ndesirable to accomplish the purposes of this title;\n (b) review the operation, management, efficiency and productivity of\ncity operations and of any covered organization's operations as the\nauthority may determine, and make reports and recommendations thereon;\nexamine the potential to enhance the revenue of the city or any covered\norganization; audit compliance with the financial plan in such areas as\nthe authority may determine; recommend to the city and the covered\norganizations such measures relating to their operations, management,\nefficiency and productivity as the authority deems appropriate to reduce\ncosts, enhance revenue and improve services so as to advance the\npurposes of this title;\n (c) comment on the provisions of the budget, the financial plan and\nthe financial plan modifications of the city as the authority deems\nnecessary or appropriate;\n (d) review and comment on the terms of any proposed borrowing,\nincluding the prudence of each proposed issuance of bonds or notes to be\nissued by the city; and\n (e) assess the impact of any collective bargaining agreement to be\nentered into by the city and such contracts, that, in the judgment of\nthe authority, may have a significant impact on the city's long-term\nfiscal condition.\n 2. During any advisory period, the city shall promptly provide all\ninformation requested by the authority, review the comments,\nassessments, reports and recommendations of the authority and publicly\nrespond thereto, addressing such matters as have been raised by the\nauthority.\n
