§ 2579. General powers of the authority. Except as otherwise limited\nby this title, the authority shall have power:\n 1. To sue and be sued;\n 2. To have a seal and alter the same at pleasure;\n 3. To borrow money and issue bonds for any of its corporate powers,\npurposes or its projects, and to provide for the rights of the holders\nthereof;\n 4. To make bylaws and rules for the management and regulation of its\naffairs and for the regulation of any project and, subject to agreements\nwith its bondholders, to make and alter rules and regulations governing\nthe exercise of its powers and the fulfillment of its purposes under\nthis title. A copy of such bylaws and rules, and all amendments thereto,\nduly certified by the secretary of the authority shall be filed in the\noffice of the

To acquire by purchase, grant, lease, gift, or condemnation\npursuant to the provisions of the eminent domain procedure law and at\nthe request of the municipality in which the real property is located,\nand to hold and use property necessary, convenient or desirable to carry\nout its corporate purposes, and to sell, convey, mortgage, lease,\npledge, exchange or otherwise dispose of any such property in such\nmanner as the authority shall determine;\n 6. To acquire, construct, reconstruct, lease, expand, improve,\nmaintain, equip, furnish, and operate a project for purposes of\nprofessional soccer and, if necessary, to pay or finance the cost\nthereof, and provided, that any lease, management or operation agreement\nshall contain a condition that the lessee, manager or operator shall\nestablish a summer soccer program for city youth;\n 7. To operate and maintain a facility for the purposes of minor league\nbaseball, presently known as Frontier Field;\n 8. To apply for and to accept gifts, grants, loans, or contributions\nof funds or property or financial or other aid in any form, from, and\nenter into contracts or other transactions with, the federal government,\nthe state, any municipality, any public corporation, or any other\nsource, and to use any such gifts, grants, loans or contributions for\nany of its corporate purposes; provided that in any agreement selling\nthe naming rights to a sports facility constructed for purposes of\nprofessional soccer, there shall be a provision requiring that the\nperson purchasing such naming rights shall initiate a youth internship\nprogram for city high school students;\n 9. To grant options to renew any lease with respect to any project or\nprojects and to grant options to buy any project at such price as the\nauthority may deem desirable;\n 10. To designate the depositories of its money;\n 11. To establish its fiscal year;\n 12. To enter into contracts, agreements and leases and to execute all\ninstruments necessary or convenient to accomplishing its purposes as\ndescribed in this title;\n 13. To appoint such officers, employees and agents as the authority\nmay require for the performance of its duties, and to fix and determine\ntheir qualifications, duties, and compensation, subject to the\nprovisions of the civil service law and any applicable collective\nbargaining agreement, and to retain or employ counsel, auditors,\nengineers and private consultants on a contract basis or otherwise for\nrendering professional, management or technical services and advice;\n 14. With the consent of the county executive, to use employees,\nagents, consultants and facilities of the county paying its agreed\nproportion of the compensation or costs;\n 15. To make plans, surveys, and studies necessary, convenient or\ndesirable to the effectuation of the purposes and powers of the\nauthority and to prepare recommendations in regard thereto;\n 16. To enter upon such lands, waters or premises as in the judgment of\nthe authority may be necessary, convenient or desirable for the purpose\nof making surveys, soundings, borings and examinations to accomplish any\npurpose authorized by this title;\n 17. To establish, fix, revise, charge, collect and enforce fees and\ncharges for the use of such facilities so as to provide revenues which,\ntogether with other earnings of the sports facilities, if any, as the\nsame shall become due, offset the expense of operating and maintaining\nthe sports facility together with proper reserves for maintenance,\ncontingencies and all other obligations and indebtedness of the\nauthority;\n 18. To do all things necessary, convenient or desirable to carry out\nits purposes and for the exercise of the powers granted in this title;\nand\n 19. To insure or provide for the insurance of the authority's property\nor operations.\n
