* § 2465. Plans for sports facilities. Any participating municipality\nmay by resolution of its governing body or in the case of the city of\nNew York, the board of estimate, prepare and submit a plan to the\nauthority for the acquisition, construction, improvement or\nmodernization of a sports facility. Such a plan may be jointly sponsored\nby any number of participating municipalities. After submission of a\nplan by one or more participating municipalities for a sports facility,\nthe authority shall conduct a comprehensive evaluation study concerning\nthe request, including but not limited to the amateur and professional\nteam interest in the facility, potential local support, economic\nfeasibility, the possibilities of multi-purpose use and the availability\nof land, transportation an
