* § 2461. Legislative findings. It is hereby found, determined and\ndeclared that there is an immediate need to promote the further\ndevelopment of recreational opportunities in the state by facilitating\nthe acquisition, construction and rehabilitation of sports complexes,\nstadiums, arenas and related facilities for the holding of professional\nand amateur athletic events; to provide a means to attract and locate\nmajor professional team franchises in the state. It is further declared\nit is desirable that a state sports authority be created for the purpose\nof providing and maintaining such sports facilities and the creation and\nmaintenance of facilities incidental or useful in the operation of\nsports facilities.
