§ 2421. Inconsistent provisions of other laws superseded. Insofar as\nthe provisions of this title are inconsistent with the provisions of any\nother law, general, special or local, the provisions of this title shall\nbe controlling. It is the intent of the legislature that the provisions\nof this title relating to mortgage commitments and laws be construed\nliberally so as to effectuate the public and governmental purpose\nthereof.\n
