§ 1884. Zero-emission bus roadmap. 1. The authority, in consultation\nwith the department of public service and the department of\ntransportation, shall create a zero-emission public transportation\nsystem and school bus roadmap for the state which shall identify the\nactions needed to meet the fleet sales and conversion targets\nestablished in section thirty-six hundred thirty-eight of the education\nlaw. The roadmap shall include but not be limited to: (a) financial and\ntechnical guidance related to the purchasing, retrofitting, operation,\nand maintenance of zero-emission buses; (b) an identification and siting\nplan for charging and fueling infrastructure; (c) an identification of\nthe necessary investments in the electric transmission and distribution\ngrid; (d) an identification of how to ensure related facility upgrades\nare coordinated to maximize the cost effectiveness and overall system\nreliability; (e) the available federal, state, and local funding to\npurchase or lease zero-emission buses or convert existing buses to\nzero-emissions; (f) an identification of new incentives and programs to\nadvance the deployment and adoption of zero-emission buses; and (g)\nstreamlining actions to facilitate the conversion of public\ntransportation systems and school bus fleets.\n 2. The authority shall convene a technical advisory group made up of\ndiverse stakeholders to provide the authority with relevant technical,\npolicy, and market expertise. The authority shall further develop a\nstakeholder engagement process to solicit feedback on the roadmap and\nraise consumer awareness and education across the state.\n 3. The authority shall report its findings and any recommendations to\nthe governor, the temporary president of the senate, and the speaker of\nthe assembly no later than one year after the effective date of this\nsection. The roadmap shall be updated every three years and made\npublicly available on the authority's website.\n
