§ 1196-r. Effect of inconsistent provisions. Insofar as the provisions\nof this title are inconsistent with the provisions of any other law,\ngeneral, special or local or of any charter or any local ordinance or\nresolution of any municipality, the provisions of this title shall be\ncontrolling, provided that nothing contained in this section shall be\nheld to supplement or otherwise expand the powers or duties of the\nauthority otherwise set forth in this title. Nothing contained in this\ntitle shall be held to alter or abridge the powers and duties of the\ndepartment of environmental conservation or the department of health.\n
