§ 1173. Effect of inconsistent provisions. In so far as the provisions\nof this title are inconsistent with the provisions of any other act,\ngeneral or special, or of any local law of any city, the provisions of\nthis title shall be controlling. Nothing contained in this title shall\nbe held to alter or abridge the powers and duties of the state\ndepartment of health or of the water power and control commission over\nwater supply matters.\n
