§ 1171. Limitation of liability. Neither the members of the authority,\nnor any person or persons acting in its behalf, while acting within the\nscope of their authority, shall be subject to any personal liability\nresulting from the erection, construction, reconstruction, maintenance\nor operation of the properties or any of the improvements or from\ncarrying out any of the powers expressly given in this title.\n
