§ 1146. Effect of inconsistent provisions. In so far as the provisions\nof this title are inconsistent with the provisions of any other act,\ngeneral or special, or of any charter, local law, ordinance or\nresolution of the town, or other municipality, the provisions of this\ntitle shall be controlling. Nothing contained in this section shall be\nheld to supplement or otherwise expand the powers or duties of the\nauthority otherwise set forth in this title. Nothing contained in this\ntitle shall be held to alter or abridge the powers and duties of the\ndepartment of environmental conservation or the department of health.\n
