§ 13.21 Limitation on park and parkways in city of New York. The\ndepartment shall not establish or operate any park or parkway heretofore\nestablished or operated by the city of New York, and the office shall\nnot acquire for its purposes any land, or establish or operate a park or\nparkway thereon, dedicated or acquired or attempted to be dedicated or\nacquired by the city of New York for park or parkway purposes, or\nlocated in the Rockaway peninsula, west of Riis park and the Marine\nparkway bridge, in the county of Queens.\n
