§ 13.25 Safety.\n  (a) The commissioner and the directors of facilities under his or her\njurisdiction may designate safety officers to act as special police\nofficers whose duty it shall be, under orders of the appropriate\nofficer, to preserve peace and good order in such facilities and to\nfully protect the grounds, buildings, and patients. Such safety officers\nacting as special police officers shall possess all the powers of peace\nofficers, as set forth in section 2.20 of the criminal procedure law,\nwhile performing duties in or arising out of the course of their\nemployment. Such peace officers when acting pursuant to their special\nduties may issue and serve a simplified traffic information and\nappearance ticket, in the form prescribed by the commissioner of motor\nvehicles pursu

§ 13.25 Safety.\n (a) The commissioner and the directors of facilities under his or her\njurisdiction may designate safety officers to act as special police\nofficers whose duty it shall be, under orders of the appropriate\nofficer, to preserve peace and good order in such facilities and to\nfully protect the grounds, buildings, and patients. Such peace officers when acting pursuant to their special\nduties may issue and serve a simplified traffic information and\nappearance ticket, in the form prescribed by the commissioner of motor\nvehicles pursuant to section two hundred seven of the vehicle and\ntraffic law, upon a person when he or she has reasonable cause to\nbelieve that such person has committed a traffic infraction in his or\nher presence, and shall have the power to issue and serve an appearance\nticket as defined in section 150.10 of the criminal procedure law for an\noffense other than a felony in lieu of an arrest.\n (b) The commissioner shall cause to be developed and implemented a\ncomprehensive training program for such safety officers. Such a program\nis to be provided to persons hired as safety officers within five weeks\nafter such hiring, and shall include, but need not be limited to\ntraining in the following areas:\n 1. fire prevention;\n 2. basic criminal law;\n 3. first aid and cardio pulmonary resuscitation;\n 4. conducting investigations;\n 5. rudimentary police work, including issuance of summons, traffic\ncontrol, and lawful use of force;\n 6. the proper use of restraint; and\n 7. any other training deemed necessary to augment such person's skills\nin providing necessary safety and security services for the facility.\n
