§ 12. No animal impounded pursuant to this act or in the care, custody\nor control of an animal shelter or other facility for lost, strayed and\nhomeless animals shall be sold, transferred or otherwise made available\nto any person for the purpose of research, experimentation, testing,\nteaching or demonstration. Any person who violates the provisions of\nthis section shall be subject to a civil penalty of five hundred dollars\nfor each violation.\n
