§ 10. The department of health of any city having a population of over\ntwo million, in consultation with the American society for the\nprevention of cruelty to animals, shall prescribe standards for such\ncity for the humane treatment of animals impounded pursuant to this act\nand shall provide for regular inspection to ensure compliance with such\nstandards.\n
