§ 39. Duty of the secretary and clerk under article. It shall be the\nduty of the secretary and clerk of the house, as the case may be, to\ntake charge of and keep on file the original of any request, petition,\nconcurring petition, joint petition, perfected joint or concurring\npetition, record or other document issued by or returned to them\npursuant to or in the course of the discharge of their duties imposed by\nthis article.\n
