§ 34. Definitions. The words and phrases used in this article shall\nhave the following meanings:\n a. "House" means the senate or assembly of the state of New York.\n b. "Initiating house" means the house wherein a request is filed with\nthe secretary or clerk, as the case may be, under the provisions of\nsubdivision a of section thirty-five of this article.\n c. "Petition" means a document distributed by the secretary or clerk\nof the initiating house to the members thereof transmitting the request\nof a member or members of such house for the convening of an\nextraordinary session.\n d. "Receiving house" means the house to which is transmitted a\ncertified copy of a petition timely executed by two-thirds of the\nmembers of the initiating house.\n e. "Concurring petition" means a
