§ 20. Detail of officers and employees for special duties. The\npresiding officer and the respective secretary or clerk of each house or\neither of them, may detail any of the officers or employees thereof to\nperform such duties in addition to those ordinarily performed as they\nmay deem advisable to promote the business of such house.\n
