  § 17. Accountability of secretary and clerk to comptroller. The\nsecretary of the senate, or such other officers or employees of the\nsenate as the temporary president of the senate shall designate and the\nclerk of the assembly, or such other officers or employees of the\nassembly as the speaker of the assembly shall designate, respectively,\nshall, from time to time, file with the comptroller vouchers of all\nbills incurred by their respective houses for the purchase of material\nand services except personal service. Such vouchers duly certified by\nsuch secretary or clerk or designee, shall be accompanied by the\ncertification of each payee to the effect that each invoice or bill\ncovered by such voucher is just, true and correct and that the balance\nis actually due and owing.\n  The

Such vouchers duly certified by\nsuch secretary or clerk or designee, shall be accompanied by the\ncertification of each payee to the effect that each invoice or bill\ncovered by such voucher is just, true and correct and that the balance\nis actually due and owing.\n The respective fiscal officers shall from time to time notify the\ncomptroller of the appointment of personnel and the rendering of\npersonal services, at such times and in such manner as the comptroller\nshall prescribe, and stating the name and title of the payee, the period\nof service, the compensation and the amount due.\n This section shall not apply to employees of the committee on finance\nof the senate, of the committee on ways and means of the assembly or of\nspecial joint legislative committees.\n
