§ 48. Costs and fees. The fees of surrogates, peacemakers and\nmarshals shall be fixed and determined by the council. In every\ncontroversy before the peacemakers they shall award the costs to be paid\nby the party against whom their determination shall be made; the costs\nallowed shall be ascertained and specified by them in their\ndetermination.\n
