§ 23. Act not affected if in part unconstitutional or ineffective. If\nany section, subdivision, paragraph, sentence, clause or provision of\nthis act shall be unconstitutional or ineffective, in whole or in part,\nto the extent that it is not unconstitutional or ineffective it shall be\nvaild and effective and no other section, subdivision, paragraph,\nsentence, clause or provision shall on account thereof be deemed invalid\nor ineffective.\n
