§ 89-o. Rules and regulations. The secretary shall in consultation\nwith the security guard advisory council, adopt rules and regulations\nimplementing the provisions of this article. Such rules and regulations\nshall include criteria for determining whether a person is a security\nguard or whether a particular function is a security guard function as\ndefined by subdivision six of section eighty-nine-f of this article.\n
