* § 399-z-1. Telecommunication companies blocking certain numbers. 1.\nAs used in this section, the following terms shall have the following\nmeanings:\n a. "caller identification information" means information provided by a\ncaller identification service regarding the telephone number and the\nname of the person calling;\n b. "caller identification service" means a service that allows a\ntelephone subscriber to have the telephone number, and, where available,\nname of the calling party transmitted contemporaneously with the\ntelephone call, and displayed on a device in or connected to the\nsubscriber's telephone;\n c. * § 399-z-1. Telecommunication companies blocking certain numbers. 1.\nAs used in this section, the following terms shall have the following\nmeanings:\n a. "caller identification information" means information provided by a\ncaller identification service regarding the telephone number and the\nname of the person calling;\n b. "caller identification service" means a service that allows a\ntelephone subscriber to have the telephone number, and, where available,\nname of the calling party transmitted contemporaneously with the\ntelephone call, and displayed on a device in or connected to the\nsubscriber's telephone;\n c. "pooling administrator" means the thousands-block pooling\nadministrator as identified in 47 C.F.R. § 52.20; and\n d. "provider" means a telecommunication company that provides voice\ncommunications services to customers in this state.\n 2. Consistent with authorization provided by federal law and rules of\nthe federal communications commission or its successors:\n a. providers shall block a voice call when the subscriber to which the\noriginating number is assigned has requested that calls purporting to\noriginate from that number be blocked because the number is used for\ninbound calls only; and\n b. providers shall block calls originating from the following numbers:\n (i) a number that is not a valid North American numbering plan number;\n (ii) a valid North American numbering plan number that is not\nallocated to a provider by the North American numbering plan\nadministrator or the pooling administrator; and\n (iii) a valid North American numbering plan number that is allocated\nto a provider by the North American number plan administrator or pooling\nadministrator, but is unused, so long as the provider blocking the calls\nis the allocatee of the number and confirms that the number is unused or\nhas obtained verification from the allocatee that the number is unused\nat the time of the blocking.\n c. providers shall not block a voice call if the call is an emergency\ncall placed to 911.\n d. providers shall not block a voice call to a subscriber who has\nrequested that no inbound calls be blocked.\n 3. For purposes of blocking calls from certain originating numbers as\nauthorized in this section, a provider may rely on caller identification\nservice information to determine the originating number.\n 4. Notwithstanding any other provision of law, rule, or regulation, a\nvoice service provider shall be considered to be in compliance with this\nsection and any rule or regulation adopted thereunder if such provider\nhas filed a certification with the federal communications commission\nthat the provider's traffic is either signed with STIR/SHAKEN or subject\nto a compliant robocall mitigation program.
