§ 6. Purposes of the corporation. The purposes of the corporation are:\n 1. To facilitate the timely provision, acquisition, construction,\nreconstruction, rehabilitation or improvement of health facilities for\nthe prevention, diagnosis or treatment of human disease, pain, injury,\ndeformity or physical condition, at a reasonable cost, in order to\nreduce the time lag between the determination of the need for such\nfacilities and their actual availability for use.\n 2. To assist the department of health, which is the state agency\nhaving the central, comprehensive responsibility for development and\nadministration of the state's policy with respect to hospital and\nrelated services, in the discharge of its duties and responsibilities\nunder article twenty-eight of the public health la
