§ 54-0705. Rules and regulations.\n Prior to processing applications for state assistance payments toward\nthe cost of municipal waste reduction or recycling projects, the\ncommissioner shall promulgate, in consultation with the director of the\nbudget and the commissioner of economic development, rules and\nregulations which shall include criteria for determining eligible\nexpenditures and procedures for governing the commitment and\ndisbursement of funds appropriated in accordance with this title. The\ncommissioner, in consultation with the commissioner of economic\ndevelopment, shall also promulgate rules and regulations which shall\ninclude application procedures, review processes, and project approval\nguidelines and criteria.\n
