§ 15-2301. Legislative purpose.\n The purpose of title 23 of this article is to provide a method by\nwhich a project may be undertaken to improve the channel, construct\ndikes or regulate the flow of a river for the protection of life,\nproperty and the public health or welfare from damage by floods, such\nwork in general to be done at the expense of the owners of the\nproperties and of the political subdivisions of the state benefited\nthereby.\n
