§ 15-1715. Licenses and the protection of navigation.\n Before granting any license, the department shall inquire and\ndetermine to its own satisfaction that the exercise of the privilege\nconferred will not impair or interfere with navigation on the waters\ncovered by the license and, whenever, the public interest requires,\nshall impose such conditions in granting the license as may be required\nto protect and safeguard navigation.\n
