§ 15-1309. State aid.\n The state Commissioner of Health, may, in the name of the state, make\nor contract to make, within appropriations therefor, a state grant for\npayment during any of the ten successive fiscal years of the state,\nbeginning with its fiscal year commencing April 1, 1964, to a local\nagency to cover the entire cost, as determined by him, of the\npreparation of a comprehensive study and report.\n
