§ 17-220. Applicability. The provisions of this title shall apply to\nall elections for any elected office or electoral choice within the\nstate or any political subdivision. The provisions of this title shall\napply notwithstanding any other provision of law, including any other\nstate law or local law; provided, however, that school districts and\nlibraries shall continue to conduct their elections under the education\nlaw, subject to and not inconsistent with the provisions of this title,\nto ensure voters of race, color, and language-minority groups have\nequitable access to fully participate in the electoral process.\n
