§ 3. Definitions. For the purpose of this act, unless the context\nclearly requires otherwise:\n 1. "Applicant" means an eligible organization which submits a proposal\nunder subdivision five of section four of this act.\n 2. "Approved organization" means an eligible organization approved by\nthe commissioner to conduct either an individual subsidy program or an\nemployer incentive program, under subdivision five of section four of\nthis act.\n 3. "Commissioner" means the commissioner of health.\n 4. "Eligible organization" means an organization submitting a proposal\nto the commissioner under subdivision five of section four of this act.\nThe organizations which may submit a proposal shall include, but not be\nlimited to, the following:\n (i) a commercial insurer;\n (ii) a corpora
