§ 209. Academic examinations; admission and fees. The regents shall\nestablish in the secondary institutions of the university, examinations\nin studies furnishing a suitable standard of graduation therefrom and of\nadmission to colleges, and certificates or diplomas shall be conferred\nby the regents on students who satisfactorily pass such examinations.\n Any person shall be admitted to these examinations who shall conform\nto the rules and pay the fees prescribed by the regents.\n
