§ 4. Manhattan service. The island of Manhattan to be connected with\nNew Jersey by bridge or tunnel, or both, and freight destined to and\nfrom Manhattan to be carried underground, so far as practicable, by such\nsystem, automatic electric as hereinafter described or otherwise, as\nwill furnish the most expeditious, economical and practicable\ntransportation of freight, especially meat, produce, milk and other\ncommodities comprising the daily needs of the people. Suitable markets,\nunion inland terminal stations and warehouses to be laid out at points\nmost convenient to the homes and industries upon the island, the said\nsystem to be connected with all the trans-continental railroads\nterminating in New Jersey and by appropriate connection with the New\nYork Central and Hudson River r
