§ 14. Every order of the port authority shall be served upon every\nperson, association or corporation to be affected thereby, either by\npersonal delivery of a certified copy thereof, or by mailing a certified\ncopy thereof, in a sealed package with postage prepaid, to the person to\nbe affected thereby; or in the case of a corporation to any officer or\nagent thereof upon whom a summons might be served, either within or\nwithout the state, in accordance with law.
