§ 78. Temporary restriction of jurisdiction of the board of standards\nand appeals. For the limited purposes and duration of this article,\nsubdivision five of section one hundred sixty-one of the labor law is\nhereby modified so as to relieve the board of standards and appeals of\njurisdiction to grant variations thereunder to employers engaged in\ndefense work and sole authority to grant dispensations hereunder to such\nemployers is hereby vested in the industrial commissioner subject to\nappeal as provided in section seventy-five hereof. In other respects the\njurisdiction of the board of standards and appeals remains as\nestablished.\n
